District Office Freising | Opening Hours & Appointments

The District Office Freising at Landshuter Straße 31 is the central contact point for citizens in the Freising district. In the historic building complex of the former Neustift monastery, which has been the seat of the district administration since 1987, modern citizen services and established administrative traditions are combined. Those who need to handle driver's license matters, register a vehicle, clarify residency questions, or obtain general information about departments, responsibilities, and job offers will find clear opening hours, reliable appointment organization, and direct contacts here. Thanks to online services, many steps can now be conveniently prepared, making your visit on-site faster and more predictable. Parking spaces are available directly at the building, bus connections run from the train station at short intervals to the District Office stop, and even E-charging points are on-site. This compact overview shows how to reach the most important specialist areas, when you can visit without or with an appointment, which services are offered digitally, and how to optimally plan your arrival, parking, and contact.

Opening Hours and Appointment Booking: How to Plan Your Visit

The general opening hours of the District Office support classic morning appointments and an additional Thursday afternoon: Monday to Friday, the administration is reachable from 8:00 AM to 12:00 PM, with additional hours on Thursdays from 2:00 PM to 5:30 PM. Specific departments have separate hours, which are updated daily on the website. The central information offers extended service hours in the early morning so that matters can be addressed before typical workdays begin; these hours are also available online. For appointment planning, it is crucial to determine whether your matter belongs to an area that operates without an appointment or whether an appointment is mandatory. The driver's license office recommends online appointment booking but still allows walk-ins without an appointment during opening hours; those who come without an appointment should arrive at least 15 minutes before the closing time to avoid delays. The vehicle registration office operates as a mixed system: walk-ins are possible during opening hours without an appointment, while you can also reduce waiting times by reserving online; please note that currently, a maximum of three transactions can be booked per appointment. A clear exception applies to the foreign office: personal appearances here are only possible with a previously assigned appointment. This differentiation prevents bottlenecks and ensures manageable processes in areas with high demand. Additionally, digital offerings are continuously being expanded: through the appointment portals of the specialist departments, time slots can be precisely selected, some even with direct counter processing. Furthermore, forms and online workflows are available for many processes, allowing you to complete documents in advance and avoid media breaks. If you cannot attend an appointment, you should cancel it in a timely manner so that the time slot becomes available again. For inquiries, use the hotlines listed on the departmental pages; they help you choose the appropriate appointment format and check necessary documents in advance. This way, you avoid multiple trips and ensure that your matter is resolved in as few steps as possible.

Driver's License Office Freising: Exchange, Collection, and Services

The driver's licensing authority is responsible for issuing, extending, renewing, and replacing driver's licenses and also oversees the legally mandated compulsory exchange of older driver's licenses. The opening hours are clearly structured: Monday, Tuesday, Thursday, and Friday from 8:00 AM to 12:00 PM, with additional hours on Thursday from 2:00 PM to 5:30 PM; the driver's license office is closed on Wednesdays. To reduce waiting times, you can book an appointment online, for example, for immediate processing of applications at the counter. Those who come without an appointment should pay attention to the closing time notices. Important for practice: Only cashless payment is possible at the driver's license office, meaning by EC or credit card as well as via smartphone or smartwatch. Many matters can already be prepared at home: application documents can be retrieved online, fully completed, and submitted by post, often eliminating the need for a personal appearance for application submission. For appointments booked on-site, a complete set of documents significantly speeds up processing, especially for name changes, replacement documents after loss or damage, first-time issuances, extensions, and renewals of limited classes. The topic of compulsory exchange is well-prepared: information on paper driver's licenses as well as unlimited card driver's licenses can be found on the subpages of the driver's license office, including deadlines and required proofs. After the completion of fire protection renovations, the driver's license office has moved into modernized rooms with a digital calling system; this has noticeably improved orientation on-site. For special questions (e.g., reissuance after revocation or questions regarding the driving aptitude register), dedicated contacts are available; the respective email addresses and extensions are user-friendly listed. Tip for a smooth process: Check in advance whether a card file copy or additional documents from other authorities are required, and always bring a valid identification document when collecting. This ensures that application paths remain short and you achieve your goal in one visit.

Vehicle Registration Office: Registration, Deregistration, and Online Services

The vehicle registration authority in Freising is open on Mondays and Wednesdays from 7:30 AM to 2:00 PM, Tuesdays and Thursdays from 7:30 AM to 4:30 PM, and Fridays from 7:30 AM to 12:00 PM. In case of exceptionally high demand, the closing time may be moved forward by up to 30 minutes. Generally, a visit without an appointment is possible during opening hours, allowing for spontaneous matters to be processed. Those who prefer planning certainty can reserve their desired appointment online; currently, three matters can be combined per appointment. Additionally, the citizen service portal offers various i-Kfz online processes, from new registrations to decommissioning to re-registration. Restrictions are noted for certain legal forms until February 28, 2026; these are transparently displayed on the departmental page. Practical tips shorten processing time: Check your documents in advance for completeness and have the SEPA direct debit mandate ready for vehicle tax. For leased or financed vehicles, the registration certificate part II should be sent to the registration office by the bank in a timely manner; whether the letter has already arrived can be checked via the online vehicle letter inquiry. Those wishing to reserve desired license plates can do so digitally and bring the reservation confirmation to the appointment. Generally, be aware of peak times around lunchtime and the increased demand on days before and after holidays and at the end of the quarter. For moves within the district related to the city area of Moosburg, special jurisdiction rules apply, which are explained on the registration office's page. Additionally, the authority warns against dubious third-party sites that pretend to offer paid online deregistrations; only use the official portals of the registration office. Thanks to clear processes, a telephone information hotline, and online booking options, the trip to registration can now be purposefully planned.

Foreign Office Freising: Personal Appearance Only with Appointment – Responsibilities and Procedure

The principle of appointment obligation applies to the foreign office: a personal appearance is only possible after prior appointment allocation. After an internal restructuring, the employees are now located together on the second floor of the building, simplifying pathways and speeding up coordination. The issuance of electronic residence permits takes place centrally in room 490; different issuance rules apply to permits for humanitarian reasons, which are specified on the departmental page. Divided into three groups, the foreign office covers the most important scenarios: employees, trainees, students, and EU citizens; family reunification and settlement permits; as well as asylum matters and humanitarian residence permits including tolerations and residence permits. A new option is the direct shipment of electronic identification documents to homes, which shortens the collection path when the requirements are met. For prompt processing, it is advisable to prepare the documents completely and clarify by email or phone which proofs need to be presented in original. This way, you avoid appointment rescheduling. When arriving by car, parking is available directly at the District Office; those arriving by bus can reach the District Office stop at 15-minute intervals from the train station. Allow sufficient buffer time, especially if you are providing biometric data or receiving documents. The website also provides forms such as powers of attorney and information for employers regarding documentation obligations. The central telephone number of the District Office connects you to the appropriate contacts if needed, while the departmental pages provide email addresses and extensions. This keeps the process from appointment to handover transparent and calculable.

Arrival, Parking, and Public Transport at the District Office

The District Office is located at Landshuter Straße 31 and is easily accessible from all directions. Those arriving by car from the B11 coming from Landshut or Marzling will find the building about 500 meters before the end of the town on the left side. Visitor parking is designated directly in front of the building, and the site plans show the entrances of the construction sections, including the historic hall of the media center in the former monastery library. For parking, modern, ticketless parking machines are available in the city area, including at the District Office itself; the fee can be paid in cash, by card, or via the Parkster app. The city overview lists the parking lot at the District Office as a fee-based large parking lot with a defined maximum parking duration; additional parking garages and large parking lots are within walking distance. Particularly convenient: two 22-kW charging points for electric vehicles are installed at the District Office. Those arriving by public transport can take the red-yellow city buses from Freising train station to the District Office stop. The passenger information specifically lists line 621 from the S-Bahn station to the District Office stop at regular intervals; the return trip is via line 620. Additional lines and a route network plan from the Freising municipal utilities are available for old town and Weihenstephan trips. Guests can combine travel options depending on the destination and time of day: park-and-ride at the train station, bus connections at short intervals, parking garages with long opening hours, and short-term parking for quick tasks. Those combining official appointments with further trips in the city will find current information on construction-related bus diversions, fare information, and digital services in the city’s overviews. In summary: parking, charging, bus travel, and walking paths around the District Office are straightforward, ensuring that paths remain short and appointments can start on time.

Departments, Organizational Chart, and Contacts: Who is Responsible for What?

Structure and responsibilities are clearly presented in the authority guide and the organizational chart of the District Office. In addition to the office management with staff units, the administration includes departments such as cross-sectional administration, district matters and social affairs, public safety and order, building and environment, youth and family, as well as the health department. In practice, the digital authority guide helps quickly find the right contact, for example, for the departments of the road traffic office, foreign office, civil status, veterinary affairs, environmental protection and waste, or building supervision. The central telephone number 08161 600-0 connects you to the relevant departments if needed. Dedicated hotlines are available for frequently used services: driver's license office at 08161 600-33310, vehicle registration office at 08161 600-33350, municipal waste management at 08161 600-34170. Additionally, functional mailboxes are set up on the departmental pages, for example, for the reissuance of a driver's license or for container-related waste inquiries. Those considering the District Office as an employer can find the career portal with current job postings, information on training and lateral entry, as well as application deadlines in the job offers section. For committee and participation processes, such as integration and senior advisory boards, meeting dates and rooms are indicated; the large meeting room in the historic part of the building serves as a central meeting place. This transparent presentation of the organization reduces search times, facilitates the preparation of documents, and ensures that matters are addressed correctly as early as the first contact. Recommendation for your workflow: First, use the authority guide to select the department, check the opening hours or appointment obligations listed there, and then reach out via hotline or email to clarify detailed questions. This way, you avoid duplicate paths and achieve your goal quickly.

Waste Management and Recycling Centers in the Freising District

The municipal waste management of the district has been particularly transparent about responsibilities and accessibility since its recent restructuring. Important for citizens: The waste management has moved its offices to SteinPark, specifically to General-von-Stein-Straße 1 on the first floor, room P 1, with personal availability in the mornings. Since January 1, 2026, the district is responsible for the waste fee assessment of its 24 member municipalities; the notices were sent out at the beginning of the year. Those wishing to grant the SEPA direct debit mandate can do so via the citizen portal or by form. Since previous direct debit authorizations granted to municipalities do not automatically apply, standing orders and mandates should be switched to the district. For the container service, meaning new connections, exchanges, or removal of residual and organic bins, the district will be solely responsible starting in 2026; processing will be done through a service provider who places or removes the bins directly at the property. Inquiries should be directed to the designated functional mailbox; required information such as property address, property number, desired container size, and telephone availability are listed in the online checklist. The service hotline for waste management is also provided. Further information is available in the waste ABC, disposal calendar, and the overview of recycling centers with addresses and opening hours. Numerous fractions are accepted at the recycling centers coordinated throughout the district; local differences, acceptance conditions, and fees are specified in the operational and usage regulations as well as in current notices. Supplementary press information points out, for example, the bulky waste disposal in the bring system or practical tips in case of flooding. Those with larger quantities of residual waste can purchase approved residual waste bags; for consistently increased volumes, a larger container should be connected. For paper, the provision is organized by contracted companies; locations of external containers are linked online. This ensures that disposal dates, location questions, and fee notices are traceable from a single source. Regularly check the waste management page, as current information on responsibilities, forms, and technical adjustments to the online portal is published there first.

Maybe I was just lucky, but I was always admitted by very nice and competent employees here. I left a request on their website and was offered an appointment by email and in 10 minutes my problem was solved. If one has ever experienced the French administration efficiency, one would really appreciate it here 😂 by the way, even a water dispenser with soda water, and the washrooms are in very good condition 👍

They give randomly 4 years visa to people who can't fit three sentences in German, but I come with an uncertified good B1 and say I will do B2 myself because I need it. They send me to classes with 15 Ukrainians who don't work and can't speak German at all. I pay, have to go there beside work, learn barely and then after about 100% passing score hope I would get 50% refund from BAMF who doesn't even give notice if they received my request for refund for months simply replying be patient without any interest in the matter.

Unfortunately, the rudeness of the employees in this office has become a normal habit, as no one ever addresses or challenges this behavior. Obviously many of the clients are foreigners and may not speak German fluently. They do not even try to speak a bit slower when they see someone is struggling. In such cases, it would be reasonable to communicate in English. Learning German is not something that happens overnight.

I would definitely grade them a zero if I could. Two point something is a highly overrated score. Some staff was so unfriendly and acted like they held such a big power while actually everyone is just a simple person. I hope they can be treated like how they treat others.

I had my appointment today to extend my Resident Card, and the entire process went smoothly. Everything was well-organized, and the officer at the Foreign Office was polite, helpful, and spoke English clearly, which really made things easier for me. I had initially forgotten to include my bank statements when I submitted my documents for the visa extension, but I emailed them later to Mr. Christian Nagal. He was incredibly professional and kind, promptly resolving the issue. He even took the time to answer all my questions, which I truly appreciated. One small but great detail, I was able to pay the fees by card using the machines super convenient. Overall, it was a smooth, stress-free experience.
